Policy on Program Funding and Reimbursement

(A.K.A. Appendix K of the Program Planning Manual)

CARL's programs are one of its primary missions and most important services to members.  They are also a major source of income for the organization.  Regional programs should be planned to be, at minimum, a cost-recovery operation.
Program fees or other sources of income should be set to cover all expenses.  Planning groups should consider all likely costs in planning a program or event, using the CARL Program Planning Guidelines for details on all procedures.
Seed money is available for expenses before the program occurs, up to a maximum of $300.  The amount needed should be discussed in advance with the regional Vice-President (North or South), then requested from the Treasurer on the Deposits, Reimbursements, Advancements form.
Contacts with speakers should include explicit discussion of expenses and honoraria, if any.  Speakers may be reimbursed for large out-of-pocket costs such as airfares and for other expenses, e.g., lodging and meals, with an amount "not to exceed."  Depending on the nature of the program and number of speakers, honoraria may range from $25 to $150.  Exceptional circumstances justirying a larger honorarium, e.g. a professional consultant or trainer, should be discussed in advance with the regional Vice-President.  As a general rule, CARL observes the tradition of expecting librarians who are (or are eligible to be) members of the organization to speak without honorarium.
If the budget for the program will allow, meal expenses for committee members who meet with speakers in conjunction with the program may be compensated.
If, in spite of careful planning, it appears a program will not meet its expenses, it need not necessarily be cancelled.  Consult with the President about the anticipated shortfall and the availability of CARL funds to cover the loss.  However, such funding should not be taken for granted.
