Library Fiscal Services Assistant, CSU Los Angeles
Salary Range: $2,978- $4,457/Month
Work Schedule: Full-time; to be determined; non-exempt classification.Essential Job Functions: Under the general direction of the Library Administrative Services Officer, the incumbent independently processes all library accounts receivable patron invoices on a daily basis and ensures that financial holds are placed on patron records for all library financial obligations. Incumbent verifies on a monthly basis that the INNOPAC and the GET systems are in balance; prepares the daily deposit of funds to the Cashier’s Office; reconciles the information from the Point of Sales (POS) payments with the INNOPAC system; resolves discrepancies with the appropriate department and makes adjustments accordingly; drafts and implements accounting procedures for the Library Integrated System (INNOPAC) processing and the maintenance of the Student financial records on GET; prepares and mails daily invoices and quarterly statements to all patrons with outstanding library obligations; programs various queries on the INNOPAC system to generate quarterly student delinquent account reports; submits all over 90-day library financial obligations to the State of California Franchise Tax Board; reports the 30-60-90 ageing reports to the Accounting Office to ensure that all accounts receivable information is reported on the PeopleSoft system; develops procedures and training sessions on the POS system with all of the Access Services staff to ensure Library collections are processed; processes all invoices received from Technical and Periodicals Services Function Groups; resolves all invoice and bibliographic records discrepancies; prepares bullion search strategies on the INNOPAC system to provide Librarians information to track expenditure activities; generates various reports to gather information from the INNOPAC system to ensure that the accounts payable expenditure information is posted correctly and within the correct department fund accounts; prepares capital and student assistant budgets, monitors expenditures and keeps others appropriately informed; coordinates statistical information for Fiscal Services; prepares statistical tables and reports upon request from the University Librarian and others; reviews and analyzes the quarterly reference desk schedule to determine the appropriate PeopleSoft position fraction, WTU, and FTE figures; monitors and corrects the PTF allocation in accordance with the need and the availability of funds; and performs other duties as assigned.Qualifications and Experiences: Equivalent to three years of progressively responsible financial record-keeping methods, procedures, and practices; experience or an equivalent combination of education and experience which provides the required knowledge and abilities. Comprehensive knowledge of financial record-keeping methods, procedures, and practices; strong knowledge of mathematical calculations and principles; management principles and methods and supervisory techniques; thorough knowledge of governmental financial record keeping methods and apply generally accepted accounting principles and practices; thorough and current knowledge of electronic/online financial record keeping; thorough knowledge of relevant University policies and procedures; e.g. Administrative Procedures, SAM, SUAM, Fee Guidelines, and audit requirements; effectively assess staffing requirements and prioritize tasks. Ability to: plan and give instruction and to supervise student assistants; compile, verify and research discrepancies, take action to ensure financial data is reconciled; a clear understanding of the Integrated Library System (INNOPAC) and an understanding of set and variable field components; interpret and comply with rules, regulations, policies and procedures; understand and apply state and corporation accounting procedures and practices to the analysis of complex accounting problems and statistical data; establish work procedures and implement advances in automation; anticipate problems and modify procedures in light of experience; act independently and make effective decisions; communicate effectively and diplomatically in written and oral form with staff, librarians, patrons and outside agencies and vendors individually, in a group and in written form; act as the liaison between librarians and staff; work with librarians in a consultative manner on a variety of issues; set priorities in a fast pace environment; and must demonstrate an interest or ability in working in a multicultural/multiethnic environment.
