The University of San Diego&#8217;s Copley Library seeks an energetic and enthusiastic individual to serve as the Head of the Technical Services Department. As head of the department, this individual serves as one of three department heads that comprise the University Librarian&#8217;s management team.</p>
<p><strong>Detailed Description </strong><br />
Reporting to the University Librarian, the Head of the Technical Services Department is responsible for supervising personnel, including 1.5 librarians, 7 staff, 2-3 graduate assistants, and 5 work-study students. This person manages the overall operations of the Technical Services Department that includes cataloging and metadata, acquisitions, serials, e-resources, and preservation. The Head of the Technical Services Department will help to establish goals and objectives, policies, standards, and procedures for bibliographic control of materials in all formats; establish and monitor workflows; and perform technical services work as required. He/she works with the Budget Manager to track both the library collections and departmental budget and will work with staff to ensure that the University&#8217;s purchasing and payment guidelines are followed. This individual serves as a liaison to one subject area and will be responsible for cultivating a strong relationship with the department through collection development, instruction, and reference work. As a department head, he/she serves as a member of the University Librarian&#8217;s management team. He/she serves on Copley Library committees. This person must be active at the state and national levels in the library profession. This is a 12-month tenure-track library faculty position.</p>
<p><strong>Job Requirements </strong><br />
Minimum<br />
· ALA accredited MLS or MLIS degree</p>
<p>· Minimum two years technical services experience</p>
<p>· Experience with an integrated library system, preferable III’s Millennium</p>
<p>· Demonstrate experience in organizational and project management</p>
<p>· Knowledge of maintaining print and e-resources records, including serials, e-resources, and e-books</p>
<p>· Knowledge of metadata standards and schema, such as Dublin Core, MODS, METS, and PREMIS</p>
<p>· Familiarity with RDA rules and FRBR model for cataloging</p>

			<content:encoded><![CDATA[<p>Stanford University Libraries and Academic Information Resources (SULAIR) is currently seeking a forward-looking librarian to manage the unit within the Metadata Department that is responsible for the maintenance of bibliographic, authority, holdings and item data in the Library’s local integrated system.<span id="more-1991"></span> The Data Control Unit is also responsible for the copy cataloging of “bulk” and gift collections, the cataloging of all Stanford dissertations and the processing of user requests for “in process” materials. Currently, the Library’s local system (SirsiDynix Symphony) includes close to 7 million bibliographic records, 2.7 million authority records, 10 million item records and 600,000 MARC holdings records. The Unit is likely to expand its scope to include non-MARC metadata in the near future.</p>
<p>In this key position, the incumbent will manage a staff of 6 FTE non-exempt employees plus a varying number of project staff and hourly assistants. S/he will oversee operations, the timely processing of error reports from various workflows, planning and execution of data maintenance projects, monitoring of distributed maintenance activities and statistics tracking. Specific duties will include hiring, training and supervision of all staff, developing standard maintenance policies and procedures, managing multiple incoming work streams, maintaining statistics, designing and executing plans for special projects and quality control measures, and responding to new initiatives and changes in the Library’s technical processing and discovery environments. S/he will also serve as liaison with other Library units, staff and users.</p>
<p>This position requires a Master’s degree in Library and Information Science from an ALA-accredited program or similar credential, 3+ years of library work experience, expert knowledge of the rules and practices in descriptive cataloging, authority control, subject headings assignment and classification, and familiarity with the cataloging and authority modules of an integrated library system. The proven ability to manage staff and large, complex projects is essential, along with excellent oral/written communication and organization skills, and the ability to work effectively in a dynamic, production-orientated environment. Familiarity with current and emerging trends in library metadata is desired, along with advanced knowledge of one or more Western European languages, XML and skills related to data massaging and development of scripts for automated data manipulation processes.</p>

<p>The University of California at Berkeley invites applications for the position of Librarian for the Japanese Collection at the C. V. Starr East Asian Library. The Starr Library houses the largest collection of research materials in the Japanese language at any university outside Asia. Its comprehensive Japanese collection contains more than 385,000 volumes and nearly 2,000 current Japanese serial titles, as well as electronic databases and non-print materials in Japanese. The C. V. Starr East Asian Library serves the campus community and a substantial number of off-campus users.</p>
<p>This position reports to the Director of the C. V. Starr East Asian Library.</p>
<p><strong>Responsibilities:</strong> The incumbent will evaluate and select Japanese language materials in all subject areas, formats, and media, including electronic; manage acquisitions funds, prepare requests for funds, and expend funds. When necessary or advantageous, the incumbent will coordinate acquisitions with Stanford University or other UC campus libraries, either through existing agreements or by exploring additional areas of cooperation. He or she will select materials for storage or withdrawal, preservation, microfilming, or digitization. The incumbent will review and redefine collection policy to meet the teaching and research needs of faculty and students, and attempt to anticipate subject areas and types of research materials that should be collected. The incumbent will work with the Director to identify and initiate applications for grant funds to improve access to, or conservation of, the Japanese collection.</p>
<p>In addition to collection management, the incumbent will provide reference and consultation services for scholars and students in Japanese studies. He or she will respond to individual queries and conduct bibliographic instruction as requested, serving as library liaison for faculty and students. The incumbent will work with the East Asian Library’s Technical Services unit to create and maintain name authority files for items in the Japanese collection.</p>
<p>The incumbent may supervise a bibliographical assistant and represent the Library in regional, national, and international cooperative programs and special projects concerning Japanese collections and materials.</p>
<p>UC Berkeley librarians are expected to participate in library-wide planning and governance, to work effectively in a shared decision-making environment and to be active professionally. Professional contributions beyond the primary responsibilities are required for advancement in the Librarian series. The successful candidate will show promise or evidence of such contributions.</p>
<p><strong>Qualifications:<br />

<p><strong>This is a 50%-time, one-year, temporary appointment available starting April 2012.<span id="more-1912"></span></strong></p>
<p>The University of California, Berkeley is seeking an energetic, creative, and service-oriented librarian to provide instruction, outreach, and reference services; conduct public health-related literature searches; and perform other duties as needed in a dynamic environment.</p>
<p><strong>Responsibilities</strong></p>
<p>Under the general direction of the Head Librarian, the Instruction/Reference Librarian will be responsible for providing instruction, outreach, and reference services to state agency health professionals. Instruction is provided once a month to CDPH staff in both Richmond and Sacramento; the librarian will be required to travel to Richmond and Sacramento. Special request instruction sessions may require travel to other state agency locations in California. Outreach efforts will include the production of monthly and quarterly electronic newsletters. The librarian will conduct public health-related literature searches for contract clientele utilizing databases such as PubMed, Agricola, and ERIC as well as using bibliographic management software such as EndNote. The librarian will also assist the Document Delivery Unit with day-to-day operations such as bibliographic verification, commercial document delivery ordering, and CDPH-licensed electronic journal access issues as needed. With the other Public Health Library staff, the librarian will share in the responsibility for providing library services to other clientele.</p>
<p>UC Berkeley librarians are expected to participate in library-wide planning and governance, to work effectively in a shared decision-making environment, and to be active professionally. Professional contributions beyond the primary responsibilities, e.g., leadership in University and professional settings, publications, or other research and creative activity, are required for advancement in the Librarian series and for appointment at the Associate rank. The successful candidate will show evidence of or promise of such contributions.</p>
<p><strong>Qualifications</strong></p>
<p>Required:</p>
<ul>
<li>MLS or equivalent degree from an ALA-accredited institution.</li>
<li>Ability to work four days per week including Wednesdays 8 am &#8211; 5 pm.</li>

This position is part-time, 4 hours per day, with a 15 minute break, Mon-Fri. Morning hours are preferred, but schedule is somewhat flexible (for instance, could be broken out into 4 five-hour days). The Legislative Tracking Assistant is a member of and works closely with the Ordinance Team, which is comprised of the Director of Data Management and Analysis, Senior Policy Analyst, and Policy Analyst.<br />
Legislative tracking responsibilities include:<br />
• Data entry of news items and information from other sources into Pending Legislation Database<br />
• Acquiring local and state tobacco control laws via phone, email, or government websites<br />
• Tracking acquisition of tobacco control laws through the complete ordering and receipt process via data entry into the Ordinance Tracking Database<br />
• Processing hard copies of laws, and maintaining them in organized and neat manner<br />
• Acquiring historical or missing laws, or follow-up fact finding research on same<br />
• Preparing ordinances for analysis (pulling hard copy laws, printing appropriate accompanying forms)<br />
• Assisting in compilation and editing of quarterly smoking control ordinance lists<br />
• Other ordinance-related data entry and research projects as assigned<br />

• Providing back-up phone coverage on rotating basis with other staff as needed<br />

<p>Description of Institution and Library</p>
<p>One of ten University of California campuses, the University of California, Los Angeles (UCLA) is located in Westwood Village, approximately five miles from the Pacific Ocean near Santa Monica. Comprised of the College of Letters and Science and 11 professional schools, the 419-acre campus features 174 buildings, including the Center for Health Sciences. UCLA has more than 6,600 faculty and academic staff and approximately 26,000 employees overall. Founded in 1919, UCLA offers 118 undergraduate degree programs and 200 graduate programs and has more than 26,100 undergraduates and 11,900 graduate students. Academic excellence, faculty distinction, and a comprehensive curriculum are hallmarks of UCLA, which is a member of the Association of American Universities. Among the faculty are six Nobel Laureates, four National Medal of Science winners, eleven MacArthur Grant winners, and 46 Guggenheim Fellows. UCLA is California’s largest university and is a model for public institutions of higher education. As the tenth largest employer in the region, UCLA generates almost $9 in economic activity for every $1 state taxpayers invest in UCLA and generates an annual $6 billion economic impact on the greater Los Angeles region.</p>
<p>Consistently ranked among the top 10 academic research libraries in North America, the UCLA Library is comprised of 8 major libraries and 13 library wide departments and the Southern Regional Library Facility, the remote storage facility for the southern UC campuses, all of which report to the University Librarian. In addition, there are 12 affiliated library units located on the campus. There are approximately 120 librarians on the campus, and the UCLA Library has a staff of approximately 350, and approximately 400 – 500 student employees. The Library has an organizational structure that includes the use of teams in conjunction with departments and units. The library collection consists of more than 9 million volumes and more than 78,000 current serial titles and an aggressively expanding electronic resources collection. The Library’s annual budget is in excess of $51 million; more than $9.5 million supports the acquisition of print and digital material, and the library is part of the California Digital Library. The UCLA Library is a member of the Association of Research Libraries (ARL), the Coalition for Networked Information (CNI), the Center for Research Libraries (CRL), the Council on Library and Information Resources (CLIR), International Federation of Library Associations and Institutions (IFLA), and the Scholarly Publishing &amp; Academic Resources Coalition (SPARC).</p>
<p>The Library Human Resources (LHR) Department is a support unit (7 FTE, plus student assistants) in the UCLA Library that provides services to individuals and the organization. LHR staff members administer human resources activities and functions in consultation with the University Librarian and other library administrators as well as other campus departments. In support of the library’s mission, LHR coordinates human resources programs and services for the UCLA Library and its employees. Specific areas of responsibility include: staffing and recruitment, student employment, benefits, payroll, classification, compensation, diversity and equal employment opportunity, learning and development, organizational development, workplace health and safety, and employee and labor relations. LHR works cooperatively with the Academic Personnel Office, Campus Human Resources and other campus departments and University of California System offices to provide library managers and employees with information, solutions, advice, and guidance on human resources issues.</p>
<p>Position Duties</p>
<p>Reporting to the Director of Library Human Resources, the Assistant Director of Academic Human Resources (ADAHR) manages human resources operations in a collective bargaining environment that concern academic Library employees in units which report to the University Librarian, and serves as a liaison to affiliated campus units for librarian peer review and recruitment. Academic HR services include peer review, recruitment and performance management, as well as consultation, communication and planning regarding compliance with collective bargaining agreements, the Academic Personnel Manual and the UCLA Librarians’ CALL. The ADAHR advises Library administrators, managers and supervisors concerning academic employees, and counsels and coaches managers and librarians. The incumbent also manages the Library’s Learning and Development Program which benefits the Library organization as a whole and facilitates the growth of individual employees. The incumbent is responsible for the following duties:</p>
<p>Serves as the primary human resources officer for librarian (academic) peer review campuswide. Administers on behalf of the University Librarian the process for librarian peer review, including appointments, promotions, and merits in compliance with collective bargaining agreements, the Academic Personnel Manual, and the UCLA Librarians’ CALL.<br />
Coordinates all aspects of the annual peer review cycle for the Librarian Series and provides all necessary administrative support to the University Librarian.<br />
Works collaboratively with the University Librarian and the Librarians Association of the University of California – Los Angeles (LAUC – LA) to prepare and manage the annual peer review calendar.<br />
Advises candidates and review initiators in all campus units, heads of Library sections and departments, and supervisory Associate University Librarians on peer review actions and process. Ensures that all librarians receive appropriate notification at the beginning of each peer review cycle.<br />
Serves as ex officio member of the LAUC – LA committee that reviews and updates the UCLA Librarians’ CALL: Academic Personnel Procedures for the Librarian Series. Coordinates distribution of the CALL to all librarians and review initiators.<br />
Manages the Peer Review webpage on the LHR website and ensures accessibility of current and archival documents related to peer review.<br />
Oversees maintenance of LHR departmental files related to annual peer review cycle in an appropriate and confidential manner.<br />
Oversees the compilation of statistics and annual reports related to the annual peer review cycle and academic appointments for the University Librarian.<br />
Manages the Library’s Learning and Development (L&amp;D) Program by designing, developing and implementing organizational and individual learning and development activities for Library employees of all types and at all levels.<br />
Directs ongoing planning, development, and implementation of a comprehensive curriculum to support organizational and individual learning and development. Develops and maintains learning and development policies and procedures.<br />
Coordinates L&amp;D activities and events to foster organizational and individual learning throughout the library system for all levels of staff (academic, professional, staff, student) using in-house, university, contracted, and other resources.<br />
Facilitates Library-wide, library departmental and/or other campus meetings as requested or as needed.<br />
Guides decisions on how programming should be delivered and ensures it is tailored to the academic mission of the UCLA Library and its strategic plan.<br />
Assists department heads, other managers, and supervisors with organizational development activities including work redesign, organizational restructuring, job analysis, etc.<br />
Works collaboratively to define and develop core competencies in leadership, administrative, managerial, supervisory areas. Designs and implements associated plans to foster and sustain such competencies in all levels of supervisors and managers for the UCLA Library system.<br />
Manages the Library’s travel policy in consultation with the Director of Business and Enterprise Services. Monitors and updates the mechanisms by which Library employees request leave and funding, as federal and state laws and University policies change.<br />
Oversees the New Employee Orientation program and on-boarding activities and processes for new Library employees (academic and staff).<br />
Works with the Assistant Director for Staff and Student Human Resources (ADSSHR) to develop and manage employee recognition and award programs and activities.<br />
Serves as the Library’s primary liaison to the UCLA Training &amp; Development Department.<br />
Manages the learning and development budget accounts and has responsibility for budget planning, and monitoring and approving all requests for learning and development funds.<br />
Oversees the compilation of statistics and reports for organizational learning and development and training.<br />
Manages librarian (academic) recruitment activities for Library and affiliated units. Supports the work of search committees and hiring officers to hire and retain outstanding academic employees.<br />
Serves as the HR Manager for academic searches in Library units and in affiliated units as necessary. Advises hiring officers and search committees on recruitment policies and procedures.<br />
Assists such units and hiring officers in preparing position postings and oversees the placement of advertising for such positions.<br />
Assists search committees in preparing and publicizing interviews of candidates as necessary.<br />
Coordinates preparation of appointment files for the Committee on Appointments, Promotions &amp; Advancements (CAPA) at the conclusion of recruitment or when temporary appointments are approved by the University Librarian.<br />
Oversees the maintenance of recruitment files within LHR for all campus librarian recruitments in compliance with UCLA policies and guidelines.<br />
Assists the Director of Library Human Resources in managing the human resources programs of the library.<br />
Works closely with the DLHR, the ADSSHR, and other LHR staff to ensure that the library is in compliance with collective bargaining agreements, campus and system personnel policies, practices and state and federal laws related to human resources.<br />
Consults with and advises library managers and supervisors and employees on human resources activities including employment, job descriptions, classification and compensation, performance management, and employee and labor relations issues.<br />
Assists in communicating to library managers and employees changes in university and library human resources policies and procedures and collective bargaining agreements.<br />
Works closely with the DLHR on the resolution of employee and labor relations matters.<br />
Attends confidential employee and labor relations meetings and compiles information in response to requests.<br />
Supervises 1 FTE administrative support position and 0.3 FTE student assistant.<br />

<p>Required Qualifications</p>
<p>ALA-accredited Master&#8217;s Degree in Library or Information Science OR significant graduate-level coursework toward such a degree OR equivalent education and experience (subject expertise combined with professional library education and/or experience).<br />
A minimum of three (3) years of human resources or library management experience with evidence of increasing responsibility.<br />
Experience in working in an academic library or related setting.<br />
Knowledge of and relevant experience with HR policies, regulations, and current practices in a collective bargaining environment..<br />

<p>General Information</p>
<p>Professional librarians at UC are academic appointees. This is a non-represented position. Within the UC System, most librarians are represented by an exclusive bargaining agent, University Council – American Federation of Teachers (UC-AFT). This position monitors trends in collection development in academic libraries, and implements best practices to achieve library collection goals and objectives. This position markets library resources and coordinates changes with instructional services librarians. This position also serves as a library liaison in assigned subject areas and teaches related information literacy classes.</p>
<p>Salary and Rank: Commensurate with experience and qualifications. This is a full-time, ranked librarian position with generous insurance benefits and employer-funded retirement options.</p>
<p>Qualifications: Required: A master’s degree from an ALA-accredited library school; at least three years of relevant experience in an academic library showing progressive responsibility in the area of collection development including management of materials budgets, vendor contracts, and licenses; the ability to lead and work within a collaborative environment; excellent analytical, organizational, and oral and written communication skills; proficiency with spreadsheets and analytical tools; excellent presentation and negotiation skills.</p>
