Summary:

Reporting directly to the Vice President, Academics, and working closely with campus and academic program leadership, the Manager, Library Services plans, implements and coordinates the operations of the Learning Resource Centers (LRCs) for the college; develops, interprets and administers LRC policies, procedures, issues and activities; provides appropriate learning resources services with pertinent resources such as texts, journals, and periodicals; multi-media and/or electronic resources; computers; internet access, research databases; and other similar resources and equipment for students, faculty, and staff; and ensures applicable records administration in accordance with college policies and procedures and all applicable federal, state and accrediting agencies standards and regulations. Provides excellent customer service in order to increase student retention in accordance with the mission and purpose of the college.

Library Programs Consultant, California State Library

Develops, implements, and monitors complex statewide library literacy grant programs, including the nature and scope of the program, application parameters, personnel requirements, evaluation methodology, and budget. Targets library literacy services to people with limited functional literacy skills of diverse geographic, cultural, and socioeconomic backgrounds. Monitors and provides the lead for statewide programs funded at both the federal and state level, including but not limited to, the Library Services Technology Act, the California Library Literacy and English Acquisition Services Program, the California Library Services Act, the Library of California, and the Public Library Foundation. Develops, reviews, and interprets applicable statutes and regulations for these programs. Evaluates and monitors federal and state grant projects awarded to local libraries. Makes on-site visits when required. Reviews and approves all required reports. Provides training opportunities for targeted literacy grant programs.

Provides consultative assistance to libraries and library cooperatives and consortia on all aspects of library management and service, including, but not limited to, planning, organization, finance, state and federal law, building, adult and children’s services, literacy, and technology. Analyzes and evaluates current planning, management, and program methodologies in public libraries. Identifies future trends, opportunities, and problems that affect public libraries. Assists public libraries in organizing the community and local officials to implement structured, formal, planning techniques and methods in the management of libraries. Designs programs and training events to strengthen public libraries’ abilities to make library services more responsive to the needs of their communities and to more effectively use local and state resources in support of those services. Assists library management in development of statewide and local programs to accomplish these improvements and to help make the most effective use of staff and financial resources.

Plans, designs, and implements programs and activities that strengthen the California State Library and LDS. Serves as California State Library liaison to local, regional, and state-level systems and organizations of different types of libraries and allied information providers. Makes presentations to libraries and public bodies on California State Library and LDS services and programs. Performs special assignments as defined by Assistant Bureau Chief and Bureau Chief.

Librarian, California State Library

Reference

Provides genealogy reference service to state employees, members of the public, and to other libraries, using books, periodicals, indexes, electronic databases, the Internet and other resources. Assists library patrons, both remotely and in person, in the use of resources in the Sutro’s genealogy and local history collection and other relevant sections of the State Library. Refers patrons to information resources outside of the California State Library. Works the reference desk and creates and/or updates procedures related to reference. Assists with training of new staff and volunteers.

Serials Cataloging

Works with the cataloging department to make sure serials and journal publications are cataloged and holding records are correct and maintained.

Outreach

Prepares and conducts talks to genealogical and historical groups interested in the genealogy. Conducts tours and orientations of Sutro’s genealogy collection. Adroit use of social media in order to grow collection awareness. Coordinates with volunteers to hold quarterly events.

InterLibrary Loan

Reviews incoming interlibrary loan (ILL) requests and verifies Sutro’s holdings in microfiche, periodical, and book titles. Fulfills requests either digitally or by mail. Sorts requests by circulating and non-circulating materials. Refers difficult ILL questions to the Director.

Collections Development/Maintenance

Evaluates donations and acquisition of genealogy-related materials (including periodicals, newspapers and books) for inclusion in the collection. Maintains current collection with an eye towards conservation and digital access.

Miscellaneous

Prepares bibliographies and guides as needed. Participates in State Library study groups and serves on State Library committees. Provides research and reports as requested by the Sutro Library Director, the Chief of State Library Services, and/or the State Librarian.

Under the supervision of the Dean of Learning Resources, and in collaboration with the other librarians, the Public Services Librarian’s duties include, but are not limited to:

  • Providing reference and information services to students and staff.
  • Providing library instruction in a variety of settings.
  • Maintaining up-to-date instruction materials for library resources, including print and online publications and services.
  • Utilizing current and emerging technology in reference and instruction duties.
  • Selecting materials across all subject areas and formats.
  • Developing quantitative and qualitative methods for determining the effectiveness and value of collection development activities across all formats in terms of how well they meet students’ needs.
